The City of Tshwane Metropolitan Municipality has acknowledged delays in the R38.4 million roads and drainage project in Soshanguve Block L, attributing the lack of visible progress to the contractor’s failure to begin construction.
This follows growing frustration from residents, highlighted in a recent Soshanguve Pulse report, over the project’s failure to break ground despite being announced earlier this year.
In a formal response, the City confirmed that the project had been officially initiated, with the site handed over to the contractor on 09 March 2026. However, officials admitted that construction has not yet started, leaving residents without any visible improvements.
According to the City, while the contractor has made some preparatory progress, including completing about 90% of the site camp, there is currently no equipment or materials on site, making it impossible to begin construction.
The situation was further worsened when a scheduled progress meeting on 21 April 2026 could not take place due to the contractor’s Construction Manager’s absence.
“The lack of progress on site has not met the required standards,” the City said, acknowledging the impact on residents who continue to deal with poor road conditions and limited access to essential services.
To address the delays, the municipality has issued formal instructions to the contractor to accelerate work and has given them 14 days to remedy the situation. Failure to comply with this could result in further action under contractual agreements.
A follow-up meeting has been scheduled for next week to resolve the issues and establish clear timelines for the start of construction.
The city reiterated its commitment to delivering the project, stating that residents should not be left waiting without visible progress once a project has begun.
